The pamphlet cover is an image of internationally known suffragette Mrs. Emmeline Pankhurst (1858-1928). Mrs. Pankhurst is a personage of global significance as the leader of the successful campaign for votes for women in Britain and a symbol of women's struggle to achieve legal equality throughout Canada and the British Commonwealth.

In the summer of 1920, she resided in Victoria at the James Bay Inn for an extended vacation of several months, with her family. In August 1920 she was presented to Lieutenant-Governor Prior at the Government House Garden Fete. Sponsored by the Women's Canada Club she spoke at a sold-out luncheon in her honour at the Empress Hotel and at the Royal Theatre. Mrs. Pankhurst made numerous lectures in Victoria and elsewhere, such as Campbell River and this one in Armstrong BC.
This is the only known example of this document (as of 2019). Her image appears prominently in the pamphlet as well as a description of the events and other participants of the three-day event.
